The Nature Conservancy
Going to the park and researching it online, it becomes clear that the Tallgrass Prairie National Preserve is cooperatively run by both the National Park Service and the Nature Conservancy. In fact, a majority of the land is owned by the Nature Conservancy. Thus, under "governing body" I included the Nature Conservancy following the National Park Service.
