Sections 3, 4 and 5 of the 1870 Act have nothing to do with militias, habeas corpus or juries, respectively. Those descriptions seem to relate instead to those numbered sections of the Third Enforcement Act of 1871. I've rewritten this entire section based on the original source as found at the link in the infobox, plus the one amendment I know of, from the Second Enforcement Act – I don't know if any others exist.
