Description
English: The mangrove swamp on Vieques Island was crossed by a 38-kilovolt transmission line before the hurricane all but destroyed the line. DOE is working with PREPA, USACE and FEMA to explore alternative options for crossing this environmentally sensitive area. (Photo by Jeff Miller)
