The Kalena Cortes journal article actually demonstrated that the Top Ten Percent Rule resulted in lower college graduation rates for black and Hispanic students. Read the article.

Further, the Top Ten Percent Rule only "replaced" affirmative action for a few years. In 2002, the Supreme Court made affirmative action legal throughout the USA, and the Ten Percent Rule AND affirmative action are both used to increase black, Hispanic and white enrollment in Texas colleges, especially UT-Austin, while suppressing Asian enrollment.

This article should be retitled Texas_House_Bill_588(75R) to reflect the fact that there is a HB 588 every session, and this specific bill is from the 75th regular session.
